Trump Administration Suspends Microsoft, Adobe, and 6 Major IT Firms from the PERM Green Card Program

The Trump administration has launched its latest crackdown on skilled-worker immigration by suspending eight major technology companies, including Microsoft, from the U.S. Department of Labor’s PERM green-card program.

Microsoft and major Indian IT companies are caught in the crackdown

The list includes Microsoft, Adobe, Infosys, Tata Consultancy Services, Wipro, Cognizant, HCL Technologies and Capgemini. The move was announced Thursday by Labor Secretary Keith Sonderling and Vice President JD Vance.

The Department of Labor said it will not accept new or process pending PERM applications involving the targeted companies, citing multiple investigations and concerns about alleged abuse of employment-based immigration programs.

Microsoft received special attention from Vance, who accused the company of laying off American workers while continuing to use H-1B workers and seek permanent residency for foreign employees. However, in a publicly issues statement, Microsoft pushed back, saying roughly 80% of its H-1B applications during its last fiscal year were for existing employees seeking extensions or changes of status, rather than new hires.

Adobe was also suspended, while the list includes some of India’s biggest IT services companies, including Infosys, TCS, Wipro and HCL. French IT giant Capgemini and U.S.-based Cognizant were also named.

The action does not automatically cancel existing H-1B visas or green cards. Instead, it targets the PERM process, which is an important step for many employer-sponsored green-card applications. Workers whose cases are still at this stage could face delays. The latest move comes after the Trump administration extended its H-1B restrictions, including a $100,000 payment requirement for certain new H-1B petitions involving workers outside the U.S.
