2. Turn Fast Startup off

1. Press Win+R hotkeys on your keyboard to open the Run dialog box.

4. Scroll down until you find Shutdown settings and un-tick the box for Turn on fast startup.
5. Click on Save changes and check to see if the issue is resolved.
