Microsoft Blocks Windows 11 Insider ISO Downloads, Rufus Also Affected
Microsoft is staying busy with updates like KB5077178, KB5077180, and KB5077374. However, some users now report issues downloading certain Windows Insider Preview ISOs.
According to Neowin, multiple users have flagged download failures tied to specific preview builds.
Windows 11 Preview Build Downloads Suddenly Blocked
Reports point to problems with Windows 11 Canary build 28020.1611 (KB5077221) as well as Windows Server preview build 29531. Users attempting to download these ISOs encounter errors suggesting their IP addresses are being blocked.
One forum user shared error code 715-123130, despite using a normal residential internet connection and no VPN or anonymizer. Similar complaints have surfaced from users on standard providers such as Google Fiber, indicating the issue is not limited to unusual network setups.
Rufus And Fido Script Also Impacted
The issue does not appear to be limited to manual downloads. Rufus, the widely used Windows media creation tool, also fails to fetch the affected ISOs.
Pete Batard, the developer behind Rufus, suspects Microsoft introduced backend changes that detect and block unofficial download methods. The Fido script, which Rufus relies on to retrieve official Microsoft ISOs, now appears to be flagged and restricted.
Batard believes this behavior likely results from a deliberate backend adjustment rather than a temporary outage.
Is Microsoft Limiting ISO Downloads?
One theory suggests Microsoft wants users to rely exclusively on the official Media Creation Tool (MCT) when downloading Windows images.
Similar incidents reportedly occurred in the past, with restrictions later lifted. Users have already reported the problem through Feedback Hub, claiming it affects multiple Insider Preview channels, not just Canary.
With Microsoft rolling out frequent updates and Insider builds, it remains unclear whether this block reflects a new policy direction or a temporary technical issue.
