Microsoft Kills Offline Phone-Based Windows Activation, Moves Fully Online Now

If you’ve ever relied on Microsoft’s phone activation for Windows, it’s time to say goodbye to that method. As of December 3, 2025, Microsoft quietly retired the traditional phone-based activation for perpetual Windows licenses, replacing it with a fully online process.

Speaking with Tom Warren, for his newsletter Notepad, Katharine Holdsworth, partner group product manager at Microsoft told, “Customers will instead use the Product Activation Portal.” She futher adds, “internet connection is not required for the device being activated; however, customers will require a secondary device, such as a smartphone, tablet, or computer with internet connection to access the online portal.”

Microsoft has also published a support documents with all the details. As Holdsworth mentioned, the support document also suggests that you can now visit the Product Activation Portal to activate retail, OEM, or volume license versions of Windows.

Meanwhile, Azure Government tenants have a separate sign-in flow, requiring their government account credentials before completing the standard verification steps. For volume license users, the portal also handles key management, including locating and assigning license keys, checking license details, and navigating the Volume License Portal.

Moreover, Microsoft even offers options for increasing key limits or handling MAK or KMS activation exceptions. If additional help is needed, the portal can connect users to live chat or request a callback, so you don’t have to wait long.
