Fans now speculate that the total development budget, once all studios are considered, could approach a whopping $3 billion. That would make GTA 6 the most expensive game in terms of development costs.

Speaking on the matter, Zelnick said that it would be unfair to forcefully ask players to watch pop-up ads in a game after they already paid 70 or 80 dollars.
