Smart App Control Still Requires Clean Windows 11 Install After Microsoft Reversal
Microsoft has quietly reversed course on a previously announced change to Smart App Control (SAC) in Windows 11. The company had stated that SAC would no longer require a clean installation to enable, but that documentation has now been removed.
The original change appeared in KB5074105 and drew positive feedback from users who welcomed the added flexibility. However, reports from Neowin indicate that Microsoft has now backtracked, confirming that Smart App Control still requires a clean Windows 11 installation to function properly.
Microsoft confirms Smart App Control needs a fresh OS installation
Users who attempted to enable Smart App Control without reinstalling Windows likely discovered that the feature would not activate. Microsoft has since updated its support documentation to reaffirm that a clean install remains mandatory.
The previously planned toggle, which would have allowed users to turn SAC on or off without reinstalling the operating system, has been postponed. Microsoft now says the functionality will arrive in a future Windows update instead of the originally expected January 2026 rollout.
What Smart App Control does
Smart App Control is a Windows 11-exclusive security feature designed to block untrusted or potentially harmful applications before they run. Rather than relying heavily on continuous background scanning, SAC proactively prevents unknown or suspicious apps from executing.
Because of this approach, the feature reduces the need for constant file and process monitoring. Microsoft has highlighted that this lighter security model can improve system performance compared to traditional antivirus solutions that continuously scan in the background.
The company continues to position Smart App Control as both a security enhancement and a performance optimization tool, even as the toggle feature faces delays.
Alongside this clarification, Microsoft has released new preview updates across Insider channels. KB5077240 is now available in the Canary Channel, while KB5077242 and KB5077243 are rolling out to the Beta and Dev Channels.
For now, users who want full Smart App Control functionality will still need to perform a clean Windows 11 installation, with broader flexibility promised in a future release.
