  4. Choose I don’t have this person’s sign-in information.
  5. Click Add a user without a Microsoft account.
  6. Enter the required information: user name, password, security questions > click Next.
  7. Then you need to set it to have administrator privilege > press the Start button > open Settings.
  8. Press the Start button > open Settings.
  9. Go to Accounts > click Family & other users.
  10. Select Change account type.
  11. Under Account type, choose Administrator > click OK.
  12. Reboot the PC and log back in with the newly created account to see if it fixed the issue.

3. Add user to the administrator group

  1. Right-click on the Start button > open Computer Management.
