OpenAI has signed a new agreement to provide its artificial intelligence models to the United States defense and government agencies using Amazon Web Services. This arrangement covers both classified and unclassified operations. The move gives the company direct access to federal systems where Amazon is already deeply integrated.

It also marks a major operational shift for OpenAI. The company previously limited its federal work to unclassified public sector projects but has now secured a direct pipeline for classified military applications.

OpenAI is filling the void left by the Pentagon’s dropping Anthropic

This new partnership comes right after the Pentagon ended its relationship with rival AI developer Anthropic. Anthropic originally held a major defense contract and worked alongside companies like Palantir to deploy its systems. However, the company refused to allow its models to be used for autonomous weapons or domestic surveillance. The Defense Department then labeled Anthropic a supply chain risk and halted its government projects in February. Notably, the Pentagon is also developing its own AI tools.

OpenAI moved quickly to take over that space. By teaming up with Amazon, OpenAI bypasses the years of compliance testing usually required to build secure federal networks. Instead, the company can simply run its models on Amazon’s existing and approved classified cloud environments.

It is changing the competitiveness for federal tech contracts

Operating inside classified defense networks proves OpenAI is willing to handle highly sensitive national security data. This agreement also builds on the massive $50 billion financial investment Amazon committed to OpenAI earlier this year. While Microsoft remains the primary partner for commercial products, this Amazon channel gives OpenAI a new way to distribute its technology to the public sector.

The market for government technology is highly competitive right now. Companies like Google and Palantir are also chasing these federal contracts. However, plugging directly into Amazon gives OpenAI an immediate advantage in scale and reach.

Transitioning to a new AI system takes time, but defense officials are actively pushing to get these new models operational quickly.
