Continue waiting until everything installs.

2. Edit your Wuauserv settings

Wuauserv is a service that provides the wuauserv.dll library, a tool vital for the Windows 10 Update. If there’s an issue with this service, you might encounter Language pack error 0x800f0954.

Steps:

Press the Win+R keys on your keyboard to open the run dialog.
Type regedit and press Enter. This will start the Registry Editor (click Yes if prompted by UAC-User account control).
Navigate to this location:
- HKEY_LOCAL_MACHINE\SOFTWARE\
  Policies\Microsoft\Windows\WindowsUpdate\AU
Find the registry key UseWUServer and change its value to 0.

Close your registry.
Click the Start Menu and go to the Search box. Type cmd.
Locate and right-click the cmd option from the results and choose Run as administrator.
Now type these commands (press Enter after each entry):
- net stop wuauserv
- net stop bits
- net stop appidsvc
- net stop cryptsvc
- ren C:\Windows\SoftwareDistribution\ SoftwareDistribution.old
- ren C:\Windows\System32\catroot2 catroot2.old
- net start bits
- net start wuauserv
- net start appidsvc
- net start cryptsvc
Go back to your PCs Region and Language settings and retry downloading the packs that have been failing to install.

For some Windows 10 versions including the enterprise edition, just type the following commands to eliminate the windows 10 language pack error 0x800f0954.

Repeat steps 1-3 as above.
Find the UseWUServer Click and edit the DWORD value to be more than 0.

- Net stop wuauserv
