No one seems to be able to permanently fix the Vlc renderer stuck at & scanning issue – installing latest vlc (3.0.4.vetinari) hasn’t addressed the issue.
If you remove and add vlc media to windows defender, then restart pc, VLC renderer then finds and lists devices such as google home hub and google chromecast devices like tv.
but once you have stopped playing and close the vlc app, it loses applications and reverts back to & scanning and doesn’t find them without repeating steps above..
a search of the web shows that this has been a persistent issue for at least a year in windows 10 – and possibly longer for many users.
